| On 11/8/2018 at approximately 1000, I conducted a routine inspection of the Miller William well site located in Jefferson Township, Washington County. I met with Angelo Albanese (Range Resources) to assess site conditions relative to permanent stabilization and permit termination. The following was observed:
 
 
 
* Act 9 sign located at the site entrance was in good condition.
 
 
 
* All wells on site were marked and appeared to be in good condition. Wells were drilled but hydraulic fracturing had not yet occurred. As a result, no production equipment was on site during the inspection.
 
 
 
* Scalping of vegetation and wheel rivets had formed as a result of the landowner mowing vegetation on site. The associated area did not appear to be unstable as a result of the activity. The area should continue to be monitored by the operator.
 
 
 
* The landowners requested that a pull-off and gravel stockpile remain on site.

| On 11/16/2018 at approximately 8:50, I conducted a site restoration inspection of the Miller William well site located in Jefferson Township, Washington County. I met with Angelo Albanese (Range Resources) on 11/8/2018 to assess site conditions relative to permit termination. During that meeting, it was determined that permit termination conditions had been attained which resulted in the operator submitting a formal written Notice of Termination. During the 11/16/2018 site restoration inspection, the following was observed:

I met with Angelo Albanese (Range Resources) on 11/8/2018 to assess site conditions relative to permit termination. During that meeting, it was determined that permit termination conditions had been attained which resulted in the operator submitting a formal written Notice of Termination. During the 11/16/2018 site restoration inspection, the following was observed:

2801361 Primary Facility 2018-11-08 Routine/Complete Inspection No Violations Noted On 11/8/2018 at approximately 1000, I conducted a routine inspection of the Miller William well site located in Jefferson Township, Washington County. I met with Angelo Albanese (Range Resources) to assess site conditions relative to permanent stabilization and permit termination. The following was observed:
  • Act 9 sign located at the site entrance was in good condition.
  • All wells on site were marked and appeared to be in good condition. Wells were drilled but hydraulic fracturing had not yet occurred. As a result, no production equipment was on site during the inspection.
  • Scalping of vegetation and wheel rivets had formed as a result of the landowner mowing vegetation on site. The associated area did not appear to be unstable as a result of the activity. The area should continue to be monitored by the operator.
  • The landowners requested that a pull-off and gravel stockpile remain on site.

2804300 Primary Facility 2018-11-16 Site Restoration No Violations Noted On 11/16/2018 at approximately 8:50, I conducted a site restoration inspection of the Miller William well site located in Jefferson Township, Washington County. I met with Angelo Albanese (Range Resources) on 11/8/2018 to assess site conditions relative to permit termination. During that meeting, it was determined that permit termination conditions had been attained which resulted in the operator submitting a formal written Notice of Termination. During the 11/16/2018 site restoration inspection, the following was observed:
  • The Act 9 sign located at the site entrance was in good condition.
  • All wells on site were clearly marked and appeared to be in good condition. All wells had been drilled although hydraulic fracturing had not yet occurred.
  • Wet pond retention basins appeared to be functioning according to design and in good condition.
  • The site appeared to be stable with greater than 70% vegetative growth. One area was identified where scalping of vegetation occurred as a result of mowing by the
