1894068 2010-06-24 Violation(s) Noted Drilling was ongoing at the time of the inspection. Below grade pit located onsite and it had more than the required two feet of lined freeboard. Noted that the silt fence or hay bales had not been installed as outlined in the E&S plan rendering, however this BMP was not needed to minimize accelerated erosion and sedimentation on this site. Access road erosion controls were not adequate to effectively minimize accelerated erosion & sedimentation. There was no observed way to effectively collect runoff from the access road and the surrounding area appeared to be a former strip job area that was devoid of vegetation capable of handling the runoff flow. In addition a culvert had been placed under the access road near an UNT (Unamed Tributary) to Pine Run and this culvert had no BMP's to effectively minimize accelerated erosion & sedimentation. The outflow from this culvert flows directly into the UNT to Pine Run without any erosion controls to minimize sediment generation & transport. 590203 102.4 - Failure to minimize accelerated erosion, implement E&S plan, maintain E&S controls. Observed no accelerated erosion & sedimentation in relation to the site. Culverted runoff ditch had clean rock placed in the inlet and outlet of the culvert however additional work was required due to the existing nature of the surrounding landscape. Spoke with operator representative Mr. Ripple while onsite and he stated that final road grading work will be completed the end of next or the beginning of the following week.
1902371 2010-08-02 Outstanding Violations - No Viols Req'd Drilling appeared to have been completed at the time of the inspection. Observed no accelerated erosion & sedimentation in relation to the site. Culverted runoff ditch had clean rock placed in the inlet and outlet of the culvert however additional work was required due to the existing nature of the surrounding landscape. Spoke with operator representative Mr. Ripple while onsite. Mr. Ripple stated that final road work had not as of yet been completed. Mr. Ripple stated that rock had been placed in the culvert outlet, however sediment was noted as beginning to fill in between the rocks. Mr. Ripple and WQS Higgins spoke about the implementation of a small sediment trap and rock lined ditch. Mr. Ripple indicated that he will implement the sediment trap in the near future.
1912962 2010-09-14 No Violations Noted Final road grading and culvert erosion control had been completed. Due to the nature of the surrounding area, specifically what appears to be a former strip mine area, the access road, culvert, and erosion controls will need to be monitored and maintained to insure their functionality on a regular basis.
