This is a violation of 25 PA Code 78.54 General Requirements, which provides, in part: "The well operator shall control and dispose of fluids, residual waste and drill cuttings, including tophole water, brines, drilling fluids, drilling muds, stimulation fluids, well servicing fluids, oil, production fluids and drill cuttings in a manner that prevents pollution of the waters of this Commonwealth..."
At the time fraccing operations are complete at this location, it is the Departments understanding that the fraccing equipment will be moved, and the remaining spilled material will be scraped from the surface and contained for disposal. It is requested that DEP is notified at the time of final clean up to verify and document the spill has been properly addressed and site restored. |
