2548450 Primary Facility 2016-12-19 Routine/Complete Inspection No Violations Noted I arrived at the site at 13:00. Nabors Drilling Rig X 36 is at the site currently in the process of drilling the M Bistis 2H well at depth of (852) feet in the surface string section of the well. Cabot submitted a Drilling resumption After Break of 30 days or more notification to the Department on 12/9/16. The notice indicates that Cabot would resume drilling of the Bistis 2H well on 12/11/16 at 6:00 AM with Nabors Rig X 36. I met with Perk McDowell, site company man of Cabot Oil and Gas. Mr. McDowell stated the following. "The surface casing will be run and cemented by Halliburton today. This is the 1st well that the Nabors Rig is drilling. This rig will also drill the 2H, 4H and 10H. The well is now being drilled with water based drilling mud, mostly pure water. The containment for the rig and equipment is wooden rig mats, felt on top of a 30 or 40 mil plastic liner, and felt below the liner. The frac tanks in the tank farm in a separate containment system in the corner of the pad, contains oil based m
