Additionally, some of the E&S controls were not installed (there was no mulch on a cut bank upslope from the site) and others were not adequate (silt laden run-off could be seen going around some of the hay bales and reaching the stream). These are violations of the Department¿s Rules and Regulations. |

All the bare areas were mulched with hay and the BMPs were installed. Although it was raining the controls seemed to be doing a good job at controlling sediment. Some of the excavations were new and the soil was shifting but not yet a violation. New problems should be caught by the required inspections. |
