2057009 2012-03-14 Violation(s) Noted On March 9, 2012, the Department received a complaint about alleging run-off from Chevron’s Hartley site getting into a privately owned farm pond. On March 14, 2012, WQS Bill Keefer, WQS John Ley and I investigated.

When we arrived at the farm, we found no one home but we walked down to the pond anyway. The pond was still off-color and it appeared that there was some sediment in the small stream that fed it.

We were called off the site due to an emergency but returned later in the afternoon and stopped at Chevron’s Hartley site. Chevron was simultaneously filling a frack pond, vertical drilling a well and constructing the rest of the site.

There was an E&S plan in the tube in front of the site and a site sign. We found several areas where the triple silt sock was over-run. We also found bare areas where there were no E&S controls and areas sediment got off-site. There were also bare slopes that did not appear stabilized within the prescribed 4 days. These are all violations.

We left and I contacted Beth Smock about the problems.
