2062133 2012-04-24 In Compliance with Policy On April 12, 2012, at about 16:20 Nick Staffieri contacted WQSS Vince Yantko about a minor spill that happened at about 15:20 that day. This was followed up by a written incident report written by Nick on April 24, 2012. The review of the incident was assigned to WQS, John Carson who requested and received a copy of the Bill of Landing from Brian Rankin (also of Chevron).

The spill response appears timely and complete (see attached report), and the associated paperwork is complete. Chevron is in accordance with the Spill Policy in this case.

2065723 2012-04-11 In Compliance with Policy On April 11, 2012, Ed Bates (Soil Scientist 2 with ECUP), Bill Keefer and I went to Chevronï¾’s Robin Hill site to check on the clean-up progress and so Ed could discuss clean-up standards with them. We met primarily with Blake Loke and Matthew Barch.

The capture pit is significantly bigger and I did not smell any condensate or see a sheen on the water on the pipeline.

Ed talked with them about what standards they would be remediating the site to.

2071631 2012-05-03 Outstanding Violations - No Viols Req'd On May 3, 2012, several representatives from DEP in both the Environmental Clean-Up Program and the Oil and Gas Program met with several representatives of Chevron and their subcontractors at the Robinhill site to get an update of the condensate spill remediation and to discuss where to go from there.

The excavations seem to keep growing and occasionally you could still see condensate on the water in the collection trenches and still smell the condensate in the air. I took a short movie of the material floating in water in a collection trench.

We checked the pipeline below the excavations but did not find any condensate there.

We talked about Act 2 standards and to what standard the site would be restored to. That is an issue best handled by DEPï¾’s Environmental Clean-up.

2071691 2012-05-29 Outstanding Violations - No Viols Req'd Site is now an Act 2 site. Still has some VOC hits but getting less. Making plans to handle contaminated and uncontaminated soil.
2082289 2012-07-06 Outstanding Violations - No Viols Req'd On July 6, 2012, I stopped at Robinhill #15 & #18 to check on their remediation progress. About half of the total pad has been removed. Chevron established a stockpile area about a quarter mile from the site (near the compressor station and crossroads) and the removed material is temporarily stored there.

I could smell a little condensate but it was much less.

2083749 2012-07-12 Outstanding Violations - No Viols Req'd Check the E&S controls and found no problems.
2097624 2012-08-22 Outstanding Violations - No Viols Req'd On August 22, 2012, I stopped at Robinhill #15 & #18 to check on the clean-up.

The E&S controls were in good shape. Chevron constructed a sediment pond on the west side of the pad and placed large rock in the effluent end. Some of the recent rains were very heavy and during these times the operators used a diesel pump to move water toward the north end of the pad where the water could dissipate through the soil.

Much of the excavated soil and fill is gone from the holding area. A few large boulders remain.

I found no problems during my inspection.

2130409 2012-12-12 Outstanding Violations - No Viols Req'd On September 12, 2012, I stopped at Robinhill #15 & #18 to check on the clean-up.

The pile of stockpiled soil is gone.

The E&S controls look in decent shape and the permanent sediment traps and diversion ditches are largely in.

Workmen were re-plumbing the wells, getting ready for production.

2127382 2013-01-04 In Compliance with Policy An Administrative Review of this incident revealed the following:

On December 10, 2012, the Department received a telephone report from Nick Staffieri about a small hydraulic spill at Chevronï¾’s Robinhill site. On December 12, 2012, Nick sent an email with more details. According to the report, on December 10, 2012, a subcontractor was unloading a roll-off container when a hydraulic line ruptured spilling about 15 gallons of hydraulic fluid onto the ground at Robinhill #15 & #18 well site. Chevronï¾’s contractor, Weavertown, cleaned the area and put the contaminated soil in to drums. These were transported to an approved transfer facility. Weavertown also took confirmation samples on December 11, 2012.

Upon review of all the information in relation to this spill incident, the operator performed the proper spill reporting requirements and has reported sufficient remediation at the area of release in compliance with the Departments current Spill Policy.
2133735 2013-01-17 No Violations Noted On January 17, 2013 I stopped at the Robinhill #15 & #18 site to check the progress. The site was still not stabilized.
2134433 2013-01-24 No Violations Noted The appropriate E&S controls are in and the site is stabilized for the winter.

Chevron has successfully addressed the issues identified in the February 16, 2012 NOV and with regard to these issues the site is in compliance.

Please note, that this only covers issues documented by the February 16, 2012 NOV. Any other issues will have to be dealt with separately.
