| Found the following deficiencies with the submitted E&S plan: 1) The rendering of the access road does not show the upgrades that will be neccesary to utilize the existing stream crossing and the existing farm lane.  In addition after discussion with operator representative Jeff Grove it was determined that the crossing would require a GP-11 permit.  2) To minimize sediment transportation on the access road, the road should be rocked approaching the stream crossing from either side.  3) The plan should utilize other BMP's as neccsary to isolate the access road and crossing from the stream.  4) The operator should insure that the filter fabric fence is installed properly, and thus would be sufficient to minimize accelerated erosion & sedimentation.
