1075731646 2004-01-29 Orphan No Violations -On site to view abandoned former gas well at the request of Garrett Perkins of Ruscilli Construction Co. (306 West Street, Felicity, OH 45120, phone # 513-876-0500). Ruscilli Construction is the general contractor for the Felicity-Franklin School District. Ruscilli is adding on to an existing school.

Construction trailers are parked by the well. -Mr. Perkins indicated that when the school expansion is complete, the site where the well is located will be a parking lot for the school and the well site may be at the entrance to the parking lot off West Street. -While on the site, Bob McKelfresh (513-876-2489) a retired school employee stopped by the site and reported that the well formerly supplied domestic gas to a house that was torn down back in the early 1980s. The house had been owned by a Cornelius and also by Charles Norris according to Mr. McElfresh. -Surface casing is 7 3/8 across and contains a closed valve and cap on the valve. Pipe is about 4 in diameter. From the well, there is a C-shaped portion of the pipe that extends 2.8 feet above the surface of the ground. There is a closed valve at the end of this pipe and the pipe is plugged with concrete. The line from this valve was connected to the former house. -No smell of gas was noted and it does not appear that the well is leaking at this time. -Digital photos taken of the well.

1081431529 2004-04-07 Orphan No Violations -On site for status check inspection. Met w/ Garrett Perkins of Ruscilli Constuction Co. (general contractor for new/addition to school). Garrett indicated that the school board had in the past several weeks sent the plugging permit to the Columbus office. He indicated that he was planning to have the well plugged in early summer when the parking lot is built for the school. Garrett indicated that they wanted to get someone with experience plugging wells. I gave him Jeff Frys phone number to contact to get a list of individuals/companies to contact. Requested Garrett or the well plugger contact me when the well is to be plugged so I can be present.

1092749801 2004-08-16 Orphan No Violations -On site to check on the status of the well. Ruscillis construction trailers for the school expansion project have been removed. Trailers were parked by the orphan gas well. Construction firm in the process of placing the aggregate base for the planned parking lot. Garrett Perkins no longer at this construction site. Talked to Liz. She indicated that the school had contracted with Doug Gonzalez of Gonz Oil to plug the well. She did not know when the well was to be plugged but Doug was to contact me when he planned to plug it.
1110206015 2005-03-03 Preliminary Restoration No Violations -On site for preliminary restoration site inspection of domestic gas well plugged on 12/30/04 by Gonz Oil. Well was owned by the Felicity-Franklin School District. Since being on site 12/30/04, the well area has been mulched (and seeded?). Area has not revegetated as yet but will check later in the spring to see if grass has become established. Digital photo taken of the restoration.
1117637443 2005-05-31 Final Restoration No Violations -ON site for preliminary restoration site inspection of old domestic gas well plugged on 12/30/04 by Gonz Oil. Well was owned by Felicity-Franklin School District. Area was mulched at the time of the last inspection. About a 2 foot wide diameter area is still barren. Digital photo taken of the area. Chris Allen, principal of the high school was contacted on 6/1/05 and message was left to see if the school would throw some dirt and seed on the small barren area.
1123692475 2005-08-09 Orphan No Violations -On site for final restoration inspection at the site of old domestic gas well located on the west side of the Felicity-Franklin High School new north parking lot. School District hired Gonz Oil and well was plugged on 12/30/04. At the time of the last inspection, plugged area was mostly barren. Area was mulched and seeded along with other unpaved areas around the parking lot. Although extremely dry conditions during the past 2 months, grass has been growing in the area which is located between the sidewalk & edge of the parking lot. Digital photo taken. Will recommend approval of the final restoration of the site.
