0009279076 2002-03-29 Plug / Plug Back No Violations See Case # 02-013. On 3-28-2002, a complaint was called in by Bruce Miller of OEPA (330-963-1211), OEPA Incident # 0203-77-1070. Lt. Funai (330-899-9390) of the Green Fire Dept., Station 2 called the OEPA because he was concerned about crude oil soil contamination and clean up from a well plugging operation. BDB Energy and Pluggers, Inc. had completed the plugging of the Lisotto #1 on 3-27-2002. ODNR/MRM inspectors David Claus and Robert Worstall were on the location for the plugging of the well. After the inspectors had left the location, BDB and Pluggers were cutting off the surface casing 30 below the surface with a chop saw when sparks from the chop saw rolled into the plugging pit and ignited the crude oil floating on the water in the pit. The oil burned for about 20 minutes and went out. Someone in the area saw the smoke and called the fire department. The fire department arrived and saw that the fire was contained in the pit and allowed it to burn out. On 3-28-2002, MRM Inspector Claus called Lt. Funai and discussed the fire departments concerns. On 3-29-2002, MRM Inspector Worstall inspected the site and found the plugging pit pushed in and graded over. No Violations were observed. On 4-2-2002, MRM Inspector Claus called Bruce Miller (OEPA) and left a message for him regarding ODNR/MRMs findings. A response from OEPA is pending.
