1396282300 2014-03-14 Production Wells Violations Noted I inspected this well on 3/14/2014. The access road is graveled and passable. I observed an electrified Oilwell Model 40 pumping unit with the conventional pumping well plumbing. The dike surrounding the wellhead is adequate. The tank battery consists of a 100 Bbl. stock tank, 50 Bbl. steel brine tank. I did not observe any separator or gas meters. The dike surrounding the tank battery was full of water. The flow line from the tubing leads directly to the 100 Bbl tank and is vented to the atmosphere. There is a vertical vessel present which appears to be a drip tank for the two domestic house hook-ups. The plastic lines are not buried. This well is just supplying domestic house gas and venting the surplus. This well has not reported gas production since 2003, but oil production has been reported annually since 1986. The load lines were absent of locks or bull plugs. The equipment servicing the domestic supply is outside of any dike. A tributary ( Langes Run ) to the Cuyahoga River is just west of this facility. There is a 210 Bbl. tank being stored on location, but not part of any producing operations. In order to bring the Ciriano #1 into compliance the Operator shall 1.) Bury any and all flowlines, 2.) Perform necessary measures to sell produced gas and/ or properly flare the gas, 3.) Remove water out of dike, 4.) enlarge dike as to encompass the vessel ( Drips ) outside the tank battery dike, 5.) remove the unused 210 Bbl. Stock tank, 6.) install locks and / or bull plugs for security.
