0525228725 2013-05-28 UrbanProduction Wells No Violations My inspection found the well in production. The well was equipped with a plunger lift unit and two domestic gas lines. The tank battery contained one, 100 barrel production tank and one, 50 barrel brine tank. It was surrounded by a locked chain link fence and a dike capable of meeting containment requirements. There was a plug on the load line. An identification sign was posted on the fence. The heat, treated separator had the correct spacing. The lease road was part of the parking lot for the technical college. This well was placed into production prior to House Bill 278.

Bobcat still needs to replace the impacted material with clean material, replace the dump line, and re-plumb the production equipment.

Bobcat has to August 4, 2017 to: 1. Remove all of the oil impacted gravel from under and around the 100 bbl. storage tank inside of the dike and replace with clean gravel. 2. Remove all of the water and oil within the impacted area. 3. Repair or replace the 100 bbl. storage tank.

1435316885 2017-08-16 UrbanProduction Wells No Violations I was on location to assess compliance notice # 1395401190. I found the peat sorb and 100 bbl. storage tank still in place. Clean-up operations have not started. There is a pile of gravel in torn black plastic bags next to the chain link fence. I observed no additional oil within the peat sorb. Photos have been taken and are available upon request. I spoke with Dave Rice from Bobcat. Mr. Rice stated he is working on starting the clean-up and removal of the 100 bbl. storage tank. Mr. Rice stated the storage tank has been emptied and that the delay is issues with booking an excavator. Follow-up inspections will continue until all violations are corrected.
1502887762 2017-07-31 UrbanProduction Wells No Violations I was on location to assess compliance notice # 1395401190. I found peat sorb has been spread over the entire oil spill next to the 100 bbl. storage tank on the south side. At this time, none of the impacted gravel has been removed. The leaking storage tank is still in place. I spoke with Mark Sitch, Safety Rep. for Bobcat, and told him that clean-up operations needed to start immediately.
1730720944 2015-11-30 UrbanProduction Wells No Violations I was on location for a status check. During my inspection, I found the well in production. The well is equipped with a plunger lift assembly. Jersey barriers surround the well. A domestic gas line comes off of the wells 4.5 casing. The tank battery consists of a 100 barrel production tank, a 50 barrel brine tank, and a mechanical separator. There is a locked, chain link fence around the tank battery. An identification sign is posted. There is a dike around the tank battery. There is oil stained gravel on the south side of the production tank. The bottom of the production tank on the south side has a moisture stain and is highly corroded. The lease road is the parking lot for a Tech School. I called and spoke with Dave Rice, field supervisor for Bobcat. Mr. Rice stated Bobcat would replace the production tank and removed the stained gravel. A follow-up inspection will be conducted.

Bobcat has not replaced the material removed from the oil spill clean-up. The well is shut-in with a closed ball valve on the tubing. I spoke with Dave Rice from Bobcat concerning the well. Mr. Rice stated he is waiting on management at Bobcat to proceed with putting the tank battery back into operation.
