At 1209, Department representatives WQS S. Foulk and WQSS A. Weiland contacted operator representative Jean Conerty by phone. The Department asked Ms. Conerty if access to the site would be granted so the Department can conduct a follow-up on-site inspection. Ms. Conerty stated yes, that is fine; you can walk around the gate. The Department asked if the gate could be unlocked. Ms. Conerty answered that yes, it can be unlocked if notice is given, but it may be difficult to get there now. Ms. Conerty asked if notice would be given prior to the Department's inspection. The Department stated that although notice is not required and is not routinely provided, notice will attempted to be given, but due to the Department's schedule, it may be last minute.
