Specifically the operator failed to have the filter fabric fence BMP installed properly. It was not trenched in, the flap was laid on the earth and soil was place on top of the flap. This along with the nature of the slope congregated the runoff to one area and the runoff then undercut the improperly installed filter fence and flowed offsite. |

This area showed signs of erosion and was devoid of vegetation. The Department recommends that the operator either implement a stabilized rock line ditch to carry this runoff flow or a ditch line with erosion control matting and seeded so as to established a stabilized grass lined swale to carry the runoff flow. |
