An estimated 20 to 30 gallons of brine was released from a leaking ball valve for an unknown time period. Upon Department inspection, three separate areas of discolored soil were identified. The areas were tested by CNX and exhibited high conductivity readings. No discernable pathway between the three locations was apparent. CNX attributed the two additional areas to past events. The three areas were excavated and soils were carted off-site for disposal. Violations of 35 P.S. § 691.401 and 25 Pa. Code § 91.34(a) were cited.
On Monday May 16, 2016 the original NOV dated April 27, 2016 for the brine spill at the Greene Hill GH 4 Well was revised with more appropriate citations. Waters of the Commonwealth were not impacted therefore the Clean Streams Law 35 P.S. § 691.401 was not violated and 35 P.S. § 691.301 is being cited due to the impact to the ground surface. The access road and pad area were observed to be in good condition. Vegetative growth was observed through a thin snow cover. The entire area is also used to graze cattle, given the cattle, a multitude of tracks and numerous droppings observed. There is no on-site production fluid storage. The gas well and associated infrastructure appeared to be in good condition and functioning properly. The well was tagged with identification. No violations were identified during the inspection. |
