Spoke with Keyrock Rep Doug Wadsworth via telephone while onsite, whom stated he would bring ES plan immediately--not sure where or why Es plan was not present. Access road muddy, reccomended operator continue to closely monitor and maintain access road in order to prevent mud from accumulating on township road. Well drilled, not yet equipped for prodcution. One below grade pit located onsite--adequate freeboard, appears structurally sound and surrounded by orange security fence. Pad is muddy, site does not appear temporarily stabilized. (Well Spudded 10/29/11) Also appears operator may have encountered a "field drain" during construction which appears to be flowing onto pad near pit location. Hence department unable to review ES plan it can not be determined at time of inspection as to what seasonal high groundwater table is in this location and/or what disposal method is anticipated for pit contents. follow up will be conducted to ensure stabilization and proper pit disposal
