The well pad area is well vegetated and no erosion was noted. The well site has not been restored and the Well Site Compliance Information Request reply (submitted 9/21/2015) says the well site was permitted under an ESCGP-1 and a new drilling permit will be submitted in the fall of 2015. The Department has no record of an ESCGP issued for the site and no well permits have been issued for the site other than the Fulmer Unit 1H on 5/25/2010. According to the Department’s records, the well was drilled in June and July of 2010 and completed in August 2010 (by Chief Oil and Gas). The well pad remains at its original size.

I recommend you apply for an ESCGP-2 to cover this since it has not been restored and is part of a larger disturbance. Overall, the site is currently permanently stabilized (with both vegetation and rock) but has not been restored per §3216(a) of the Oil and Gas Act.

2656708 Primary Facility 2017-10-25 Routine/Complete Inspection No Violations Noted PCSM Plans have recently been implemented and the footprint of the pad surface has been reduced. The Fulmer 1H (981-20299) is currently in production. The recent modifications have been hydro-seeded for stabilization. Overall, the site is in good condition. No violations noted.
