2478330 Primary Facility 2016-04-19 Routine/Complete Inspection No Violations Noted At the time of the inspection, the Kensinger Unit 1 (081-20062, 2H (081-20089), 4H (081-20404), and 5H (081-20405) were in production. The well pad area, Fresh Water Impoundment, and adjacent parking area are all stabilized and no erosion was noted. The landowner appears to be using the site for parking vehicles and equipment. Currently, milled asphalt is being stored on the parking area between the well pad and the impoundment. The well site has not been restored and the Well Site Compliance Information Request reply (submitted 9/21/2015) says a new drilling permit will be submitted in 9/2015. The Department has no record of an ESCGP issued for the site and no well permits have been issued for the site 2010. According to the Department’s records, the wells on the pad were drilled between 2007 and 2011 and completed between 2008 and 2011. I recommend you apply for an ESCGP-2 to cover this since it has not been restored and is part of a larger disturbance.

I entered the site off Dr. Poust Road at 14:47 to evaluate EXCO’s plan to discharge from the FWI (Fresh Water Impoundment) onsite. The dewatering plan indicates 200 ft of 2” hose with sprinkler holes will be deployed on the northern side of the impoundment discharging at approximately 50 GPM. Overall, the area is well vegetated but the slope appears to be compacted. I recommend discharging at the toe of the impoundment slope. The proposed discharge location and application rate appears to be reasonable but I recommend monitoring the dewatering rate and adjusting to field conditions accordingly. Please remember to notify the Department prior to discharging as indicated in your plan. No Violations Noted.
