| Pre plugging inspection of Range’s Hess 1H in Morris Twp. conducted December 5, 2016 at 10 am. At the time of inspection; Range on location. The 1H stands alone on the well pad, production tree in place. The cellar was filled with gravel. There was a vent pipe for the backside of the 5 ½” (x 9 5/8”) annulus. Well records show the production casing is cemented to surface but I wanted to verify there is no gas/pressure in the annulus through channel or microannulus that would need to be addressed in the proposed plugging procedure. The vent pipe was rigged up to a poly tank with a ½” needle valve in line, isolation ball valve between the two. The needle valve was open but looked packed with gravel; opened ball valve to poly tank, no pressure, removed needle valve, threaded ½” pipe nipple with pex fitting and hose rigged up directly to my Altair 5x gas meter, closed valve to poly tank. No gas in any amount was detected. I gave operator OK to plug the well as planned, adding vent pipe to procedure referencing 7

| Inspection of Range’s Hess 1H in Morris Twp. conducted December 9, 2016 at 12 pm. Plugging operations have commenced. Range on location, I met with Kyle Thomas to discuss procedure. ~4700 PSI on the prod. csg. Wireline was rigged up on the well, running in hole w/ gauge ring to 8505’ to make sure they’ll be able to set that bottom CIBP at that depth. They’ll set a CIBP in the 5 ½” production csg. at 8505’ and another CIBP at 8495’, cap that one w/ 15’ of cement with a dump bailer. They’ll WOC, run in hole and tag and plug back w/cement from that point to surface (single column of cement) pumped as multiple stages obviously. They’ll install a vent (coal well) after the job as per the regulations and our discussion the other day. No Issues.

Both CIBPs set in the 5 ½” csg, #1) @ 8505’ and #2) @ 8495’, 15’ of cement dump bailed on top. The well is dead. The rig is triping in hole where they’ll plug back from bottom. Cementers in route. They’ll set approx. 4 (1000’) plugs today and the rest tomorrow (cement from CIBP to surface inside the 4 ½”). No issues.

| Inspection of Range’s Hess 1H in Morris Twp. Clearfield County conducted December 20, 2016 at 1:00 pm. The rig has rigged down and pulled off the pad following last week’s plugging operations. At the time of inspection; the well was capped with night cap bolted on (5 1/2”) production casing spool. There was a ½” needle valve on the cap, shut-in. I opened the valve, no pressure, and tied in with a ½” pex fitting with hose connected to an Altair 5x gas meter. The meter showed 4% LEL at first then dissipated in a few seconds to no gas detected. I put a balloon on a ½” pipe nipple and threaded into the needle valve to verify no measurable flow. The balloon did not inflate. There was a 2” vent pipe for the backside of production casing (9 5/8” x 5 ½”) production casing plumbed to surface. The vent was open to a small poly tank with and had a ½” ball valve in line. | Inspection of Range’s Hess 1H in Morris Twp. Clearfield County conducted January 4, 2017 at approximately 10 am. I met with Kyle Thomas from Range on the pad for a follow-up inspection in regards to pressure on the 5 ½” csg’s annulus. When I pulled on location he had the annulus shut-in to a digital crystal gauge, reading ~200 PSI after being shut-in for approximately 15 minutes reportedly. Pressure was still increasing at 20 minutes to ~245 PSI and it was decided to bleed off pressure to vent tank to avoid overpressure on the 9 5/8” shoe. I tied a ½” pex fitting with hose connected to an Altair 5x gas meter; 100% methane detected. We discussed possible migration pathway to surface, uncertain at the moment. I advised for Range to take a gas sample of the annulus for analysis to help aid in finding the source of the gas. Two more personnel from Range showed up and took some photos of the well. The operator is likely to commence remedial operations in the spring as requested when the weather is more cooperativ

I put a gauge on the line and isolated from vent tank to check pressure. Pressure built from 0-20 PSI in 5 minutes and increased to 30 PSI after and additional 5 minutes. | Routine inspection of the Hess 1H well conducted 12/19/2017 at 9:40 am. I met the operator on location to evaluate to well approximately one year after plugging operations. The operator shut in the backside of production casing to a digital gauge at 9:47 and waited until 10:17. Pressure was 40 PSI after 30 minutes. The operator opened valve and bled off through 2" iron to tank. Bleed off was audible for about one second.

The pad and access road are covered under ESX11-033-0034. This ESCGP is expired. Department documents dated January 14, 2016 state that a notice of termination for ESX11-033-0034 was withdrawn. In addition, a request for a 1 year time extension for ESX11-033-0034 was authorized by the Department with an expiration date of July 1, 2017.

The pad remains at full build out. Gravel is present throughout the pad and no PCSMs are installed. I recommend submitting the proper paperwork in order to upgrade the expired ESCGP1 to an ESCGP2. No signs of erosion or sedimentation were observed during my inspection.

No gas was detected at this vent, and no gas was detected at the production casing vent. The cellar was full of icy water with no bubbling observed. Outstanding violations are pending the results of the operator's ongoing monitoring and future evaluation.

| A routine inspection of this unconventional gas well was conducted February 25, 2019. Last known activity on the well was plugging operations conducted December 2016. At the time of inspection; the production casing is being vented through a 2" vent pipe installed on well cap above hanger. The backside of the production casing is open and venting open-ended to a small plastic tank with the lid open. A field reading with an Altair 5x gas meter detected fluctuating amounts of methane in the ambient air inside the tank. No obvious significant changes to the well's condition were observed in comparison with last inspection. Outstanding violations are pending the results of the operator's ongoing monitoring and future evaluation of this well.

At the time of inspection; Range on location. The 1H stands alone on the well pad, production tree in place. The cellar was filled with gravel. There was a vent pipe for the backside of the 5 ½” (x 9 5/8”) annulus. Well records show the production casing is cemented to surface but I wanted to verify there is no gas/pressure in the annulus through channel or microannulus that would need to be addressed in the proposed plugging procedure. The vent pipe was rigged up to a poly tank with a ½” needle valve in line, isolation ball valve between the two. The needle valve was open but looked packed with gravel; opened ball valve to poly tank, no pressure, removed needle valve, threaded ½” pipe nipple with pex fitting and hose rigged up directly to my Altair 5x gas meter, closed valve to poly tank. No gas in any amount was detected. I gave operator OK to plug the well as planned, adding vent pipe to procedure referencing 7
2543921 Primary Facility 2016-12-09 Plugging(Includes Plugged/Mined Through) No Violations Noted Inspection of Range’s Hess 1H in Morris Twp. conducted December 9, 2016 at 12 pm. Plugging operations have commenced. Range on location, I met with Kyle Thomas to discuss procedure. ~4700 PSI on the prod. csg. Wireline was rigged up on the well, running in hole w/ gauge ring to 8505’ to make sure they’ll be able to set that bottom CIBP at that depth. They’ll set a CIBP in the 5 ½” production csg. at 8505’ and another CIBP at 8495’, cap that one w/ 15’ of cement with a dump bailer. They’ll WOC, run in hole and tag and plug back w/cement from that point to surface (single column of cement) pumped as multiple stages obviously. They’ll install a vent (coal well) after the job as per the regulations and our discussion the other day. No Issues.
2545930 Primary Facility 2016-12-13 Plugging(Includes Plugged/Mined Through) No Violations Noted Inspection of Range’s Hess 1H in Morris Twp. conducted December 13, 2016 at 12 pm. A rig is on location for plugging ops. I met with Companyman to discuss operations. Both CIBPs set in the 5 ½” csg, #1) @ 8505’ and #2) @ 8495’, 15’ of cement dump bailed on top. The well is dead. The rig is triping in hole where they’ll plug back from bottom. Cementers in route. They’ll set approx. 4 (1000’) plugs today and the rest tomorrow (cement from CIBP to surface inside the 4 ½”). No issues.
2547692 Primary Facility 2016-12-20 Plugging(Includes Plugged/Mined Through) Violation(s) Noted Inspection of Range’s Hess 1H in Morris Twp. Clearfield County conducted December 20, 2016 at 1:00 pm. The rig has rigged down and pulled off the pad following last week’s plugging operations. At the time of inspection; the well was capped with night cap bolted on (5 1/2”) production casing spool. There was a ½” needle valve on the cap, shut-in. I opened the valve, no pressure, and tied in with a ½” pex fitting with hose connected to an Altair 5x gas meter. The meter showed 4% LEL at first then dissipated in a few seconds to no gas detected. I put a balloon on a ½” pipe nipple and threaded into the needle valve to verify no measurable flow. The balloon did not inflate. There was a 2” vent pipe for the backside of production casing (9 5/8” x 5 ½”) production casing plumbed to surface. The vent was open to a small poly tank with and had a ½” ball valve in line. I opened the ½” ball valve and heard gas even as the 2” line was open to the poly tank. I shut in the ½” ball valve in line and the 2” ball valve to th
2549667 Primary Facility 2017-01-04 Plugging(Includes Plugged/Mined Through) Outstanding Violations - Viols Req'd Inspection of Range’s Hess 1H in Morris Twp. Clearfield County conducted January 4, 2017 at approximately 10 am. I met with Kyle Thomas from Range on the pad for a follow-up inspection in regards to pressure on the 5 ½” csg’s annulus. When I pulled on location he had the annulus shut-in to a digital crystal gauge, reading ~200 PSI after being shut-in for approximately 15 minutes reportedly. Pressure was still increasing at 20 minutes to ~245 PSI and it was decided to bleed off pressure to vent tank to avoid overpressure on the 9 5/8” shoe. I tied a ½” pex fitting with hose connected to an Altair 5x gas meter; 100% methane detected. We discussed possible migration pathway to surface, uncertain at the moment. I advised for Range to take a gas sample of the annulus for analysis to help aid in finding the source of the gas. Two more personnel from Range showed up and took some photos of the well. The operator is likely to commence remedial operations in the spring as requested when the weather is more cooperativ

Clearfield County conducted January 26, 2017 at approximately 10 am. Range on location with third party vac truck and crew pulling containment. Range employee on site said they checked pressure yesterday, it built to ~290PSI in 15-20 minutes. I put my gauge on the vent and saw it increase 0-80PSI in about 3 minutes. This indicates there were no significant changes at the well noted since my last inspection 1/4/17 with regard to pressure on the backside of the production casing after plugging attempt. Clearfield County conducted March 22nd 2017 2:10 pm. Backside of production casing was open and venting to tank. I put a gauge on the line and isolated from vent tank to check pressure. 2672609 Primary Facility 2017-12-19 Plugging(Includes Plugged/Mined Through) Outstanding Violations - Viols Req'd Routine inspection of the Hess 1H well conducted 12/19/2017 at 9:40 am. I met the operator on location to evaluate to well approximately one year after plugging operations. The operator shut in the backside of production casing to a digital gauge at 9:47 and waited until 10:17. Pressure was 40 PSI after 30 minutes. The operator opened valve and bled off through 2" iron to tank. Bleed off was audible for about one second.
2689518 Primary Facility 2018-01-29 Routine/Complete Inspection No Violations Noted Routine site inspection at Range Resources Hess Unit Well Pad on January 29, 2018. There is one plugged Marcellus well located on this pad (033-27140). A plugging certificate has not been issued to date by the Department for this recently plugged well.

The pad and access road are covered under ESX11-033-0034. This ESCGP is expired. Department documents dated January 14, 2016 state that a notice of termination for ESX11-033-0034 was withdrawn. In addition, a request for a 1 year time extension for ESX11-033-0034 was authorized by the Department with an expiration date of July 1, 2017.

The pad remains at full build out. Gravel is present throughout the pad and no PCSMs are installed. I recommend submitting the proper paperwork in order to upgrade the expired ESCGP1 to an ESCGP2. No signs of erosion or sedimentation were observed during my inspection.

2692720 Primary Facility 2018-02-09 Routine/Complete Inspection Pending Routine inspection of an unconventional gas well. The well is being monitored and evaluated at this time approximately 14 months after plugging operations have ceased. At the time of inspection, production casing is being vented at a 2" vent, no gas detected. The backside of production casing is open and venting to a vent tank. Gas detected in atmosphere inside the tank varied. The backside of intermediate casing was being vented, no gas detected. Outstanding violations are Pending the results of operator's future monitoring and evaluation.

There is one plugged Marcellus well located on this pad (033-27140). Plugging was completed on 11/21/17. No production equipment is onsite.

The operator has recently submitted an application to the Department to restore the site. The Department is currently reviewing/processing the application for a new ESCGP3 to restore the site.
