| I was onsite to conduct a preliminary restoration inspection. There are a total of six wells on the pad. Access road entry is on east side of Nature Road NE approximately 1.17 miles south of Merline Road NE. There is a sign board at the entrance featuring the well names, permit numbers and emergency contact information. There is a padlocked gate at the entrance of the access road. The access road is in good repair, and drainage and erosion controls are in place. Ground cover is well established along the access road. I found the drilling/production pad to be enclosed entirely with a chain link fence with barbed wire at the top, and with a padlocked gate. | I went to the site to witness the cementing of the surface casing.  Upon arrival, I learned that there some mechanical issues that needed to be corrected prior to the completing the casing installation and cementing operation which would take in excess of six hours.  I left the site and requested to be notified when the rig resumed casing installation.

There are e-stops outside the barriers, and the tanks are grounded, and have static dissipaters. There is a truck grounding area for trucks collecting condensate and/or produced water. Along the interior of the chain link fence there are two site drains installed. There is an earthen berm, with well-established ground cover. The soil stockpile is well stabilized with vegetation. Crops, woodlands and/or underbrush are growing normally outside the area of disturbance. Drainage and erosion controls outside the pad are in place and functioning.  A closed-loop, above-ground drilling pit system was used, so there are no earthen pits requiring closure. Preliminary

-based mud used to drill and condition the hole, a lead cement followed by a tail cement were pumped.  The Mudpush spacer was mudscaled and pumped at 12.5 pounds per gallon (ppg).  Schlumberger then pumped 259 bbls of lead cement at 13.5 ppg, and 312 bbls of tail cement at 15.0 ppg.  The plug was dropped and displaced with 253 bbls of water at which point the pump truck broke down.  The balance of the displacement was done with the drilling rig mud pump.  The rig pumped 55 bbls of synthetic oil-based mud for a total displacement of 308 bbls.  The plug bumped the float collar at 12:19pm on 02/12/2014.  The plug landing pressure was approximately 2080 psi, and it was raised to 3080 psi, and held for 5 minutes.  The float held when the pressure was released, and 3.5 bbls of mud bled back.
