| I received a call from Travis Dugan requesting an inspection of the clean up. He claimed that they removed the flow line, dug down 16 to 18 in an effort to remove the contaminated soil, and brought in new top soil. I found that the flow line had been removed. Mr. Page claimed that Derrick Petroleum just buried the contaminated soil rather than following my instructions to remove it. It had been raining for two days prior to my inspection. I found multiple spots where crude oil was still seeping from the soil along the lease road where the leak had been. Travis Dugan showed up during my inspection. He claimed that they did not burry any contaminated soil. I showed him the oil and told him that they must remove any soil that is contaminated with crude oil. I also told him to notify me when they are out there so I can witness the clean up. Mr. Page said he does not want anyone digging in there while the ground is wet. I told Travis that we would give it 30 days to dry up and monitor the site for oil seepage. I also told him to temporarily treat the oil with peat moss. I will follow up weekly until the clean up is complete.

The area where landowner Wayne Page claimed that Dugan buried the contaminated soil was saturated with standing water. The area measured 16 x 20. I found small traces of crude oil and sheen floating on the puddles of water. I tested two puddles of the water with Quantab test strips. I found no chlorides present. When I removed the test strips they were covered in a brown, viscous film that had a petroleum odor. I also found that the area running parallel with the old lead line was discolored and saturated with standing puddles of crude oil. This area measured 48 x 8. I found no evidence that crude oil had migrated of site. I called Dwayne Dugan to report my findings. He claimed that they neutralized the original soil pile with lime, mixed it with top soil and spread it across the site. I told him that the old lead must be removed, and all of the contaminated soil must be removed. We agreed to meet at the site on Monday 6/22/15.
