0811123484 | 2018-04-11 | Final Restoration | No Violations | On the day of my inspection I found that the casing was gone and the soil in the area was freshly disturbed. I spoke with Donny Strange of Knox Energy/ Berry Well Service and he said that they filled the casing to surface with sack cement. Then they cut the casing off 36 inches below grade, and capped it with a steel plate inscribed with the permit number, per request of the landowner Robert Kukla. Donny did not know how much cement the crew had used. I told him that they should have discussed it with me before they did anything. The area is now rough graded to the approximate contour of the surrounding landscape. There were no oilfield related materials or debris left behind. |
1521124898 | 2018-03-14 | Final Restoration | No Violations | I received a phone call from Bill Mitton with Knox Energy to notify me that they were going to be moving in soon to plug permit 4869. Bill asked me about an open casing that he saw 200 feet from the wellhead. I found some plastic pipe coming out of the ground on 3/9/18, but it didnt appear to be oil and gas related. I questioned Clayton King, who owns neighboring property and he advised me of a different location on the property where he claimed there was an open well casing. I went back to the entrance for permit 4869 to search again. I found an open 10.75 inch diameter casing approximately 36 inches above ground. I could not see a clay or fluid top in the casing. I dropped a rock down the casing and used the time until impact to estimate that the casing is open to approximately 100 feet in depth. I did not detect the odor of gas coming from the open casing, and there was no visible contamination on the ground. I took GPS coordinates on the casing. I found a copy of an Ohio Geological Survey report, dated 6/29/1926, that shows this well was a dry hole. The report also shows that all of the 5.5 inch, 6.625 inch and 8.25 inch diameter casings were pulled, with 41 feet of 10 inch diameter casing left in the ground. I found no other records to show the methods or materials used to plug the well. I talked to Bill Mitton and he said that he would contact the landowner Bob Kukla to ask him about grouting it to surface and cutting the casing off when they are in there to plug the other wells. |
