He said Edinburg Fire and Hazmat have responded to a call from the landowner. He said he was sending Wade Balser to respond. The oil had made its way into Bixon Creek which empties into West Branch. I contacted Todd Sukow (Bocor) and let them know of the situation and to respond. I arrived on location and Bocor employees were assessing the situation and soaking up oil with absorbent pads. The impacted area was to the west through weeds and a stand of trees where it entered a short ditch into the creek. Local Hazmat had boomed the creek in several areas for 1500 to prevent the oil from migrating any further. Bocor was bringing in a scraper to gather the affected soil and haul it away. It looks like the stuffing box on the pumping unit was the source of the leak and will need to be fixed. Wade is overseeing the clean up of the creek. I will check back tomorrow on clean up progress. No violations. |

I walked the site back to the creek and the absorbent pads had been removed from the drainage and the booms were removed from Bixon Creek. There was no oil on location and the site was cleaned up properly. I spoke with Jim Paumier (Bocor) and he informed me that OEPA had signed off on the clean up on 8/7/13. No violations. |

My inspection today found MFCs service rig spotted in front of the wellhead with the derrick telescoped. There were no personnel on location and they have tubing racks spotted on the south side of the wellhead. The electric pumping unit is still spotted and connected to the pumping rods. I will check back on servicing operations next week. The tank battery is diked and consists of one (1) 210 barrel tank and a horizontal separator and meter run. The required ID is posted on the 210 barrel tank. I found no violations at this time. |

The entire impacted area around the wellhead has been scraped and the soil has been hauled away. I met with Jim Paumier on location and he told that 3 truck loads of soil were shipped out. An earthen dike has been constructed around the pumping unit. The booms are still in place in the creek and will remain until cleared by OEPA. The site is clean and there is no sign of free oil on location. This site has been cleaned up and I will check back later to confirm it passes inspection. No violations. |
