After talking with new owner and looking closer at the well I determined that this in not a well but an entry point for a drip in an old transmission line that once serviced a local farm house that no longer exsist. I dug around what appears to be a well head but discovered it is infact an 8" elbow with a swedge attached to it. (photo attached ).  This abanadoned well number can be removed from the plugging list and topo for this area.
