Upon receipt of spill report, the Department spoke to Operator representative Spencer Johnson. Per Mr Johnson: CONSOL is currently replacing a 2" gathering line. Prior to CONSOL's excavation, Peoples Natural Gas marked their pipeline; however, the marked line was off by 22 feet. Because of this, CONSOL hit Peoples Natural Gas' 1" pipeline. Peoples Natural Gas has claimed responsibility and will be performing the remediation of this release. It is unknown at this time whether the damaged pipeline is a transmission line or gathering line. No waterways are reported to be impacted. The estimated quantity released is between 1-5 bbl brine water; however, more investigation is needed to determine an accurate quantity. Mr. Johnson believes the release occurred between 1030-1100 today (7/25). Operator appears to be in compliance with current policy at this time. |
