| On the day of my inspection I found that the tree had been cleared from the access road. There was a string of tubing and rods next to the well. There was also a roll of electric line and a roll of plastic flow line next to the well. Millers had an identification sign hung on the well.

| On the day of my inspection I found that the access road to the field where the well is located was blocked by a large downed tree. The well was not equipped for production. The surface casing was equipped with a swage that was shut in with a ball valve. There were no flow lines or electric lines laid back to the well. There was no equipment staged near the well. The well was drilled to total depth in 2010 and has been left untouched since then. There was no identification at the wellhead. The production equipment consisted of two 100 barrel steel tanks in an earthen dike that are shared by the Layman 3 through 13 wells. Correct, legible identification was posted at the tanks for all of the wells on the lease. There were no leaks or spills around the tanks and the valves were equipped with bull plugs. I called James Miller to ask what they were doing with this well. He did not have a good explanation as to why the well has been shut in for the past 8 years. I told James that they must get this well equipped and put into production this year, or they will be required to plug and abandon. He agreed to start work as soon as the weather permits.
