Vegetative cover on site is greater than 70% perennial vegetation. Temporary erosion and sediment control BMPs are still in place around the well pad. Temporary BMPs have been removed along the access road. No evidence of accelerated erosion or sedimentation was observed. According to the Department's records, no current drill permit exists for this site. In accordance with Title 58 Pa. C.S. § 3216 (2012 Oil and Gas Act), relating to site restoration, a well site must be restored within 9 months of completing drilling the last well. Section 3216 allows for a 2-year extension of time for site restoration to be reviewed and approved by the Department. The Department's records do not indicate such an extension has been requested. In order to remain in compliance with the 2012 Oil and Gas Act, an extension should be requested or the site restored. No violations were cited during this inspection. |

The WSRR was received by the Department on 1/14/19. Arrived onsite at 10:38, the weather was ~20°F and calm. The pad was very icy and some areas had ruts from vehicles. The gate was open when I arrived.
There were 3 properly tagged Marcellus wells staged for production. The well cellars and surrounding area were filled with water and frozen (Photo #2). There were 3 GPUs, 3 sand separators, and 2 produced water tanks onsite and in secondary containment. The site was greater than 70% vegetative cover and no E&S issues were observed. It appeared that PCSM had been addressed and was functioning as intended. Some temporary E&S BMPs remained in place around the site. These temporary measures should be removed prior to the submission on an NOT. The Department recommends acknowledging the WSRR. No violations noted. |
