The E&S BMPs that were installed entailed staked hay bales that were not entrenched into the ground as called for in the DEP¿s Erosion and Sediment Pollution Control Program Manual. As a result, the run off that occurred from the previous rain/snow melt event undermined the hay bales. It was evident that a large amount of sediment left the site. The road side trenches were filled with mud and the farm fields across the streets had mud conveyed across them via the culverts under Ralf-New Salem Road and Shimpko Hollow Road. It was apparent that some of the sediment transported off site at the Shimpko Hollow Road pipeline crossing went into an unnamed tributary to Dunlap Creek. An E&S control plan for the pipeline project was not available on site to review. 580130
