| 1186699696 | 2007-08-09 | At 2:05PM I received a phone call from Uniontown office on a complaint from Beloit Fire Chief Bricker. Lightning struck a tank battery. This tank battery also supports well permit number 1045. Fire department had the fire contained. At 13126 West Pine Lake Road on the north side. I arrived at 230PM on location as the fire department were leaving. Four bales of straw were in front of the drainage ditch and along the south side of the tank battery. The tank battery was 75 feet from a drainage ditch and a road. The stock tank top had blown off and landed some 60 feet to the east of the tank battery. The operator, Randell Oil, was called. Randy Duncan, the president of the company, arrived on site along with the EPA representative, Bart. Bart and I placed a boom 60 feet down on the south side of the road crossing. Moores Excavation was called to clean up the oil and to avoid oil from contaminating the ditch further. EPA thought that about 1 to 1.5 barrels of oil had gone into the ditch. The bulk of the oil was contained in the weeds around the banks of the ditch with a trace of oil on the banks of the creek. Moores Excavating arrived with their small trackhoe. Moores proceeded to build a dike with a siphon tube 60 feet down the ditch on the south side of the road to contain the oil slick. Three inches of the top soil on the south side of the tank battery was scraped off. The water truck skimmed the oil off the dike that had been built. The contaminated top soil was deposited on the 20 feet by 30 feet plastic that was laid down. The top soil was encased with plastic. Severe weather moved into the area again. Clean up operation was halted until tomorrow. | ||||

The ditch on the south side of the road needed to be cleaned up. Oil residue was on the weeds by the ditch bank. The dike area also needed to be clean up of oil residue. Drew a diagram of the location , ditch and creek area. Left location site. | ||||
