46563687 2014-03-13 On the day of my inspection I found that the well was equipped with a pumping unit. I found 1.5" line running from the well head to a regulator into many layers of insulating blankets and tarps secured with pallets. I did observe 2" black plastic line running from the bundle of insulation into the ground in the direction of a residence at #3731 TR 68A. The tank battery consisted of two 100 barrel tanks that were heavily rusted and not diked. Identification was posted. I found an un-lined earthen pit in front of the storage tanks that was full of water and oily sludge. There was a valve on the bottom of one of the 100 barrel tanks that opened to a plastic line that led to the earthen pit. I found multiple points around the pit where fluid had leached through the pit walls. I tested the fluid with a high range Quantab and found that the fluid contained 2538 ppm (parts per million) chlorides. The pit lies uphill from an intermittent stream which feeds into the Little Wakatomika Creek. The pit must be drained and the fluids disposed of at an approved injection well. All contaminated soil must be removed from the site and disposed of at an approved landfill. An earthen dike must be constructed around the storage tanks. 9-1-07
