Inspection found water had been dumped out of stock tank - possibly that day when chart was changed at 7:45 AM - saltwater was found in lease road ruts about 1' wide each and 4-6" deep, saltwater also found in the dike area covering an area of 5' x 4'. Dike area showed signs of stronger & continual use for saltwater storage - orange-ish color as is common with constant draining. Not sure if tank was full or how much was drained. Weather has been dry and if it had been drained any earlier in the week, probably would have already soaked in. Grass & weeds starting to die which would indicate draining earlier in the week - can't say for sure when it happened. Water samples taken from road ruts and inside dike area - being analyzed - and pictures taken of the area. Ground cut-out below drainage valve and also in the dike area where water ran out of tank. Only 1 100 bbl tank in dike area which would be used for both oil and water. This draining of saltwater has been on on-going issue with this operator. | 1341499194 | 2012-07-02 | My inspection this day with Jim Wood of BLM - found well with valves open, producing with pumping unit. The 100 bbl tank and smaller white plastic tank has sufficient dike to meet requirements, current chart in meter but showing line is down. Good identification at tanks, also has stock tank closer to road with partial identification. Permit number is missing. This well has a pending NOV(resolved)/chief's order/criminal case for brine dumping back in 2008. Attorneys have the case and no further action has been taken. I have enquired regarding status of the case several times with no response. There is currently no evidence that brine dumping is occurring. | ||||

| 767225269 | 2008-08-26 | Call from Kristy Chavez, Carl's daughter now running the company, inquiring about NOV - she claims they have been hauling all the water from this well. Asked her to get water tank, unless well doesn't make any oil and then could use this tank for water - she had to check but came back saying only makes water and very little. Kristy said that was only rain water in the dike and ruts - I said soil must be very salty to make the water so salty and test results back on the water samples show @24,000 ppm chlorides. She doesn't believe salty so told her to take some soil samples - that if they weren't dumping water, then soil HAD to be salty and must be removed to remedy NOV. I have done paper work to administer $10,000 fine - this is 4th time I have found evidence of brine draining and illegal disposal. Will take additional soil samples 8/28/08 and have analyzed. |
