Well Inspection Data

INSPECTION ID DATE DESCRIPTION COMMENT VIOLATION ID
1962084 2011-01-10 No Violations Noted The Department was at the above referenced Marcellus Well to conduct a Routine Inspection. The well has been drilled but not sure if it is fracked or in production. Contractors were on site building the well head during the inspection. The site is in over-all good condition.
1983107 2011-05-19 No Violations Noted On May, 19, 2011, I met with Jeff Scott of Tanglewood Exploration, John Brown of PA DOT and Mr. Rohannah of Rohannah¿s Golf Course, Rohannah¿s Restaurant and Rohannah¿s Iron and Metal. There was a pipe going through the culvert and Mr. Scott told us that it was going to be used to supply frac water on gas wells on Mr. Rohannah¿s property. I explained that Penn DOT Regulations did not allow for culverts underneath state roads to be used for this purpose and also that the DEP considered this a stream crossing and that would require a §105 Stream Crossing Permit. Also, since using a state culvert was illegal under Penn DOT regulations, DEP would issue no permits for stream crossings in culverts under state roads. I made it clear that the only recourse for using a pipeline would be to apply for and get a boring permit to cross under the road. Using a culvert underneath a state road would be a violation.
1983108 2011-06-07 Violation(s) Noted On June 7, 2011, I again stopped at the Rolling Meadows site and found that a pipeline was snaked through the culvert. I followed the pipeline and found that it lead to the Rohannah well site. I conducted a quick inspection and found the E&S plan on site, and good E&S controls. They were trying to frac the well but were having problems with sand in the well.

The pipeline going through the culvert without a §105 Stream Crossing Permit is a violation. I called Mr. Scott and let him know that this was a violation.

2002852 2011-09-08 No Violations Noted On September 8, 2011 I stopped at the crossing site to evaluate the crossing. The 12-inch pipe that was through the culvert in June was removed and the pumps were no longer on-site. A smaller 8-inch white pipe is still in the stream and through the culvert but that belongs to the landowner. I found no additional violations.
