| 1318962960 | 2011-10-18 | I conducted an inspection of this well site on a complaint by Teresa Moore of an idle well. She has stated that it has been quite sometime since the well has produced any oil or gas. Our database records indicate that the last production (15 barrels of oil and zero gas) was reported in 2001 by Resource America. Our database records also show that the well was transferred from Collins-McGregor Operating to Resource America on 5/17/01. The well was then transferred from Resource America to Atlas America on 3/12/04. On 2/08/11 Atlas America transferred the well to Atlas Noble. My inspection found that there has been no recent production activity around the well or the tank battery. The pittman arms on the pumping unit have been cut with a cuting torch, the weights have been cut off the walking beam, and the electric motor has been removed. There is an H2S gas odor around the wellhead area. I observed a 1 line near the wellhead has been corroded off and the valve is laying on the ground. This valve has turned black/green from the corrosive properties of the H2S gas. Note: There is no gas leaking from the 1 line where the valve was located. The tank battery is equipped with one 100 barrel oil storage tank, a 50 barrel brine storage tank and a production type separator. The door on the gas meter is open and there is no chart on the meter. Trees and other vegetation have grown up around the separator. The well can be classified as idle due to lack of production as required by CH. 1509.062 ORC. The well owner needs to either properly plug the well, place the well back into production, or take the appropriate steps to place the well into Temporary Inactive status. Remedial action must be completed by December 1st, 2011 or the appropriate enforcement actions will be taken. | ||||
