1869833 2010-03-11 Violation(s) Noted The Department conducted an inspection in relation to a reported spill. The Department met with Chad Eisenman, Tim Berdar, and Gary Bowlen on site. The release allegedly started from the primary fuel filter on a diesel generator. The seal on the top of the filter was pinched when it was put on. A clearly visible red coloration was noted in places where they excavated the ground. Yost employees were placing absorbent pads on the diesel and ringing them out in buckets. The operator estimates that the release was 250 +/- gallons. The operator dug a 100¿ x 80¿ pit onsite and lined it. The contaminated soil was dumped in the pit and covered with a liner when completed. ECS&R was the environmental clean up company on site. 583180

1869900 2010-03-15 No Violations Noted The Department conducted a compliance evaluation inspection on the violations noted on 3/11/10. The operator dug up all of the contaminated soil and placed it in a properly lined pit. After all of the soil had been removed and placed in the pit, the operator covered the pit with liner so as not to have it exposed to the elements. The violations were handled promptly and done correctly.

Site is backfilled and re-graded. Site was recently seeded & mulched. Well tag located. Tanks appear to be in sound condition. There is no evidence of erosion and sedimentation on the access road or well site.

The modification will involve leaving a larger portion of the pad after the restoration. The area is considered permeable and therefore should not affect the amount of runoff. Atlas is going to adjust the ESCGP-1 accordingly and then a second meeting will be scheduled before the modification is approved.
