I found yellow plastic gas line connected at the wellhead that entered the ground by the pumping unit. There are no houses, barns, garages or otherwise inhabitable structures on the property. I contacted Clayton King of Royalty Enterprises, as he pumped this well prior to the request to transfer. He claimed that the gas line was tied in with his wells. I contacted landowner Robert Kukla. He claimed that he had intentions of possibly building a home on the property in the future. I informed him that he does not qualify for exempt domestic use at this time. |

He said that he was only there to get the pumping unit, but he was instructed to leave the hoe behind for someone to finish the job. |

Bill asked me about an open casing that he saw 200 feet from the wellhead, toward the road. I told him that I was not aware of any open casing in the area. I drove by the location to scan the hillside for casing. I did see something so I stopped to investigate. I found 5 or 6 inch diameter black plastic corrugated pipe coming out of the ground in a natural drainage path. There was some bare soil and river rock around the pipe. I tried to dig around the pipe but the soil was frozen. I did not find any signs of steel well casing. I did not find any signs of oil, brine or natural gas around the pipe. I took GPS coordinates and plotted it on a Topo 9 map of all wells in the immediate area and the point did not match up with anything. I also reviewed the Ohio Fuel maps and I did not find anything close to the point. I tried to call Clayton King to ask if he had any information about the pipe. He did not answer his phone. |

1522244442 | 2018-03-27 | Plug / Plug Back | No Violations | On the day of my inspection I found that Berry Well Service was pulling 4.5 inch diameter casing from the well. The Licking County inspector Brandon Mitchell witnessed the bottom plug and the Big Lime plug. The service rig operator reported that they bull-headed the bottom plug, then ripped the production casing at a depth of 2460 feet, then pulled one joint and Cemenco pumped the Lime plug. He said that he got two joints out after the lime plug and then the casing locked up. He tried to work it out of the hole, but started to loose ground, so they went back in to rip a second time. The rig operator reported that he ripped the 4.5 inch casing at a depth of 1776 feet, leaving approximately 618 feet of casing in the well from a depth of 2394 to 1776 feet. Berry Well Service pulled the casing up to 1039 feet and Cemenco pumped a cement plug across the Berea sandstone. Berry pulled up to 625 feet and Cemenco pumped a cement plug at the base of the surface casing. Berry pulled up to 200 feet and checked the fluid level, which was consistently staying at 150 feet. I gave them permission to pull all of the casing and set a stone bridge at 150 feet for the surface plug. Cemenco filled the well to surface from 150 feet. The cement stayed up at the surface once Cemenco stopped pumping. Berry Well Service put the plate over the well and were planning to leave it open until they got their rig moved out. Circulation was established for both of the balance plugs that I witnessed. They were circulating into a steel half-round tank. |

I called the previous owner Clayton King of Royalty Enterprises to ask about the gas line. Clayton said that the line runs south, under County Road 18 to tie in with the other two McKee wells on Alan Kuklas property, and Alan uses the gas. There were no leaks or spills around the wellhead or pumping unit. |
