002154i142 2002-05-01 Production Wells Violations Noted Received a phone call from Bud Davis (Belden & Blake) regarding a crude oil release. Inspector Claus arrived onsite and observed the clean up in progress. Belden & Blake employees Bud Davis, Gary Grimes, Joe Teppert, and Ted Lawver, along with Arrow Oilfield Services employees Ray Schultz, Harry, and Tim were working on the clean up. It appears that the pumping unit seized up due to paraffin in the tubing and resulted in an undetermined amount of crude oil to be forced out through the stuffing box and onto the ground. The crude oil flowed north approximately 100 feet to a spring and followed the spring approx. 350 feet northwest to a drainage tile and continued northwest approx. 250 feet where it surfaced and coated Dr. Dave Snyders lawn for approx. 50 feet and then entered his pond located at 6656 Booth Rd. Inspector Claus spoke with Mr. Snyder about the situation. Mr. Snyder stated that he has noticed a sheen on his pond off and on for 10 years, but on 4-30-2002 the sheen was much more than normal. As part of the clean up, oil booms were placed 1) where the spring entered into the drainage tile, 2) at the point where the spring discharges into the pond and 3) at the pond overflow. Absorbent pads were placed on the pond surface. There was no evidence of crude beyond the pond overflow. A siphon dam was installed upgradient from the drainage tile. A site inspection also revealed that one of the stock tanks had failed and there was old crude oil staining within the tank battery dike. This was also being cleaned up along with the area around the wellhead. Contaminated soil was being removed and was being trucked to an offsite facility. A NOTICE OF VIOLATION was issued.
