1041501839 2014-01-17 UrbanProduction Wells No Violations I inspected this well at the request (e-mail) of a person interested in purchasing this property. I addressed all of her questions by e-mail and told her I would inspect the well for any safety issues or problems that might need to be corrected. My inspection found that the well is operating with the aid of a concoil lift system. The wellhead was fenced but the gate was not secured with a lock. A gauge on the casing indicated 700psi and the well was shut in. The wellhead was in good condition and I found no signs of anything leaking. I inspected the tank battery and found that it was fenced and diked. The gate to the tank battery was open and unsecured. The battery contained a horizontal separator, 1-210 barrel stock tank, and a 50 barrel poly tank. The ID sign on the tank indicated Range Resources as the owner/operator of this well that was aquired by Enervest in 2010. The emergency phone #, permit #, and well name were correct on the ID sign. Weeds are beginning to overgrow the tank battery and the chain link fencing on the north and south sides of the battery appear damaged and in need of repair. A check of records indicates that no commercial production has been reported since 2008 for this well. I spoke with Kyle Ahbel (Enervest) about the status and plans for producing this well. He told me that the sales line was going to be repaired, but there was a dispute over the validity of a right-of-way on the south side of Bartlett Road and it was passed on to their legal department. He was currently unaware of the status of the right-of-way. I am going to contact Tim McConaha (Enervest Superintendent) with a list of things that need to be addressed while the well is idle (locks, weeds, ID signage, & fence repairs) and tell him he needs to obtain a Temporary Inactive Permit for the well until the legal issues are resolved. The locks and ID sign will need to be taken care of immediately or a complliance notice will be issued. No violations.
