The site sign, E & S plan and weekly inspection reports were on site and available for review. The slopes of the well pad were well vegetated. The recently installed bioretention basin did not yet meet the 70% vegetation requirement, but was temporarily stabilized. One well was producing during the inspection. The well was labeled and no bubbling was observed in the well cellar. One production tank and one GPU were observed on secondary containment. Liquid within the containment structures was low in specific conductivity. Puddles on the well pad surface were also low in specific conductivity. No staining was observed on the well pad surface. Andrew Hobbins, Water Quality Specialist, and Jon Sassi, Environmental Protection Specialist, represented the Department. Nobody was present for Repsol. The site was used as a staging area for trucks and also had an above ground storage tank containing freshwater in support of the frack operation at the Hemlock Valley well pad.
The Department observed most of the pad to have stormwater ponding in the surface. The Department recommends adding more stone to the pad/access road and regrading the pad to allow stormwater to flow into PCSM features. The Department also observed litter scattered throughout the pad. The Department recommends removing the litter and properly disposing of the material.
