Andrew Hobbins, Water Quality Specialist, represented the Department. Nobody was present for Chesapeake.
The site sign, E & S plan and weekly inspection logs were on site and available for review. The site was well vegetated and no erosion issues were observed. An earthen containment berm was in place around the perimeter of the pad. PCSM has been addressed at the site. Five wells were in production during the inspection. The wells were labeled and no bubbling was observed in the well cellars. Two production tanks and five GPUs were on site. Puddles on the pad surface had low specific conductivity readings. No staining was observed on the pad surface. The well pad has not been reduced in size, but three infiltration berms are installed to address PCSM. The inspection was conducted in response to a two year restoration extension request that was submitted to the Department by Chesapeake. Staff engineers questioned whether or not the PCSM BMPs were actually receiving stormwater from the well pad. The infiltration berms are receiving stormwater from the access road, but it does not appear as though stormwater from the pad is being directed to the infiltration berms. The Department is recommending that the restoration extension request be denied. It is also recommended that Chesapeake contact the Department Oil & Gas engineers to resolve the issue. |
