Met with Milan Madigan (Chesapeake) at the entrance to the access road. There was no pressure on the tubing because the well had taken fluid, he said. An attempt to use soap to provide artificial lift had failed. Left location @ 13:30.

Top gauge (2-3/8” tubing) : 720 psi (digital). 3/23/16:Contacted Eric Hottenstein (Chesapeake) on 3/23/16 to find out when, and why, the compressor was turned off and the tubing pressure was low. He said that the well had died on Saturday (3/19/16). Two attempts to get it to flow had failed because the well was too loaded. Left @ 12:10.

Tubing pressure 1062.4 psi (digital).Called Eric Hottenstein who said that Chesapeake is having some repair issues with the compressor. The well is free-flowing when pressure is sufficiently high. Staff are working to resolve compressor issues. Left @ 9:15.
2500411 Primary Facility 2016-07-08 Routine/Complete Inspection No Violations Noted Routine inspection to assess overall site conditions. No Chesapeake representatives were present.

Vegetative cover on site is greater than 70%. Temporary erosion and sediment control BMPs have been removed. No evidence of accelerated erosion or sedimentation was observed. No puddles were present on the pad surface so electrical conductivity was not screened.

Title 58 Pa. C.S. § 3216 (2012 Oil and Gas Act), relating to restoration, requires that well sites be restored within 9 months after completing the drilling of the last well on the pad. The single active permit for this well site expire on 07/28/2011, and no application for a new permit is currently pending with the Department. Further, no request for a 2-year extension of time to restore the well site has been filed. In order to remain in compliance with the Department's regulations regarding site restoration, a new well permit should be obtained or a request for an extension of time for site restoration filed.

No violations observed at the time of my inspection.
