| The Department was at the above referenced Marcellus Well to conduct a Routine Inspection.  Its appears that 3 Marcellus wells have been drilled and are in production on this well pad.  The Department observed violations at the site.  A contractor was on site and had excavated a ditch across the entire pad to drain the surface water that was building up on the back of the pad.  The water being discharged was causing accelerated E/S.  The E/S controls were over overwhelmed when all the water was directed to one area.  The muddy water was flowing over the silt fence and directly into a tributary down gradient.  The cut side of the well pad is extremely unstable and multiple slides have occurred causing the soil to reach the drilling pit which does contain flow back water and other drilling compounds..
