Mr. Selders claimed that he hasnt received a royalty payment since 2014, and it was only $0.57. On the day of my inspection I found that the well was equipped with a pumping unit. There was no motor on the unit. There was an electric box lying in the weeds next to the unit. The flow line was connected at the wellhead. The tubing valve was open. The casing valves were both open. One connected to the flow line and one was open to the atmosphere. The gauges were corroded and not legible. The polished rod and stuffing box were dry. There were sapling trees and shrubs growing up through the frame of the unit and around the Pittman arm. There were no leaks or spills around the wellhead. The tank battery consisted of one 100 barrel steel tank in an earthen dike. The tank was empty. There were no leaks or spills around the tank and correct identification was posted. There was a production chart in the compressor station next to the tank. The chart was unlabeled, faded and blank. The production records are up to date. The well made 4 mcf gas in 2013, 1 mcf gas in 2014 and there was zero production in 2015. I called Rick Smith of HI Smith Oil & Gas to let him know that I had received a call on this well, and that I found it to be idle. Rick said that he would apply for a plugging permit and get someone out to plug the well. |

The casing parted up hole when Gene pulled to determine stretch. He pulled 112 feet of 4.5 inch diameter casing out of the well. The last joint was severely deteriorated. Gene speculated that the surface casing was also deteriorated at the same depth. He mentioned that he thought there was a hole in the surface casing when he first moved in. They shut down for the weekend to come up with a plan to get the casing out of the well. |

I spoke with Rick Smith, who proposed a plan for the well. They want to run in with the 7 inch casing to get over the parted 4.5 inch casing. Then they want to mill the top of the 4.5 inch casing to the point where they can get back in it with the tubing. They will run the tubing down to the top of the Big Lime and perforate the 4.5 inch casing, and squeeze a cement plug in the perforated casing, at the top of the Big Lime. Then t hey will shoot the 4.5 inch casing off below the Berea and pull it from the hole. Then Gene will set a pre-cast cement plug on top of the 4.5 inch casing, and finish plugging the well with clay. |
1535551022 | 2018-08-29 | Plug / Plug Back | No Violations | On the day of my inspection Timco perforated the 4.5 inch casing with 10 shots from 2655 to 2665 feet. Gene Matheny ran tubing to 2667 feet. Cemenco pumped a 40 sack cement plug through tubing, in the 4.5 inch diameter casing, above the perforations. I observed circulation from the surface casing and the production casing, which indicated that the perforations were open and communication was established. Cemenco displaced the cement to 2467 feet. Jerry said that his pressure indicated that the cement was displacing up the casing and the hydrostatic pressure would squeeze it out the perforations as it settled. Gene Matheny pulled all of the tubing out of the hole. Timco ran back in to a depth of 1205 feet to shoot the 4.5 inch casing off below the Berea sand. Matheny then ran in with a Halliburton packer on tubing. He got the packer set inside of the 4.5 inch casing and pulled it out of the hole. |

They set the precast cement plug on the 7 inch seat at 1140 feet and washed in prepared clay to cover the Berea producing formation. They then dug around the well casing and cut off the weld around the 8 5/8 inch surface casing attaching it to the drive pipe. They then cut two (2) holes in the side of the surface casing and ran a steel rod through to lift tension on it to see if it was parted. The casing was free and has a string weight of 2,500 pounds. of 20 pound casing. Which indicated that the casing is parted around 125 feet in the well bore. They left for today to get tools ready to pull the surface casing from the well bore. |

The access road leading up to the well was passable by vehicle, but there were some ruts starting to form from water run-off. The upper and lower portions of the road are in flat, agricultural field and they were in good shape. The middle portion of the road is inclined and runs through forest cover, which is where the ruts were forming. The upper and lower portions of the road were 60 to 70 % covered in tall grasses, while the middle portion under shade was bare. I found a section of steel flow line exposed in the access road. The well site was still rough, with mounds of soil and the remnants of the clay pile. There were pieces of pit liner scattered around the site, and the wellhead components were still there. There was also a 100 barrel steel tank back at the site. I called Rick Smith and he claimed that he has been waiting on the weather to dry up. He said that he intends to move in next week to start the restoration. |

There was still about one ton of clay piled on the ground next to the open well. The fluid was approximately 50 feet down. I spoke with Gene Matheny and he said that they will have to keep coming back to add clay and let it settle. He said that the surface casing was rotted off at the same depth as the production casing, around 112 feet. The Knox County inspector Mark McCombs was on site to witness plugging operations on 8/30/18. He reported that Matheny set a pre-cast cement plug on the 7 inch casing seat at 1140 feet and then washed 4 tons of clay on the plug to cover the Berea sand. He also reported that the surface casing parted up hole when Matheny tried to pull it. |
