0582046305 2014-03-20 Production Wells Violations Noted Received a call about oil spillage and contamination from this well. The inspection revealed that a cow from the landowner kicked open a valve on one of the tanks in the tank battery and drained it into the dike area which overflowed in to the field around the dike and into an adjacent stream a mile down stream. The Ohio EPA was notified by the well owner BI Joe Development INC. The oil contamination in the dike are was pumped out and removed, there were booms placed in the stream at various pooling points to pick up the sheening of oil in the water. There was a minimal amount of oil that entered the stream leaving a sheen on top the pooling areas only consisted of sheen buildup and there was no pooling of oil. The are around the dike area that consisted of 60 feet of contamination was cleaned up and the dirt affected has been dozed up into a pile for removal. The dike area and all contaminated areas need to be cleaned up of all oil contamination and the stream area needs to be an ongoing cleanup until the oil sheen has stopped. The dike needs to be reconstructed according to the law to be able to hold the contents of the tanks inside the dike area to be compliant with the law.
