Gas is leaking from an old well which is located under the asphalt parking lot in front of the apartments. The gas company has been monitoring this site for some years. There is a steel pipe in the ground at the approximate well site. Two small holes were drilled in the asphalt to monitor gas levels. Readings taken at time of inspection at approximately 1 foot below surface elevation by Gary Martin were 35% and 70%. A reading taken with the inspectors gas meter at 1-2 inches above the 70% hole had a reading of 24 LEL. ODNR records appear to identify this well as being plugged in 1991. Discussed situation with Jeff Fry and Dave Hodges by phone. |
1107970909 | 2005-02-09 | Orphan | No Violations | Met on site with owner John Newlove and contractor Neal Gearhart to check well that was leaking gas under the parking lot of Fuller Apartments. The well was previously plugged for the I&O program by Baker Well on 1/24/91 and was witnessed by inspector G. Kaser. An excavator was used to expose the well which was located less than 1 foot below the ground level. Gas was noted leaking from the weld around the ID plate. LEL readings of 24 and 75 were recorded at the leak. An attempt to remove the plate was unsuccessful. Epoxy puddy was used in an attempt to temporarily seal the leak but was not successful. Spoke to Dave Hodges by phone. Well was plugged with 2 different casing remaining inside. Suspect cement did not fill all voids allowing gas to migrate to surface. Well will be put on emergency I&O list. A vault and vent pipe will probably be installed to allow gas to vent safely away from the apartments. Brad from the Bowling Green City Fire Department also checked on the situation since this leaking gas is considered a public safety hazard. |

A precast cement vault approximately 5x5 feet wide and 4 feet deep was placed over the well. The well was cut off 2-3 feet below the parking lot surface. The well did not have a full column of cement to the top, but there was cement in the casing along with some wood and metal scraps. Sixty feet of PVC pipe was run in a trench to beyond the edge of the parking lot and 15 feet of PVC was used for the riser. A wooden post was cemented into the ground next to the riser to secure the pipe. A cement lid with a gas tight manhole cover was placed on the vault. The area around the vault and trench for the PVC pipe were backfilled and covered with stone temporarily. Asphalt repairs can not be made until mid April when asphalt plants resume production. |
