1816392 Primary Facility 2009-07-29 Routine/Complete Inspection Violation(s) Noted Drilling was commenced on or about 07/23/09. Drilling was ongoing at the time of the inspection. No accelerated erosion was observed in relation to the access road. Below grade pit had more than the two feet of required freeboard. Noted that the filter fabric fencing had not been installed properly along the whole length of the fence. Portions had not been properly trenched , the separate sections of fencing had not been properly joined when they were installed, and a small plastic culvert had been installed and run under the filter fabric fence. The small culvert pipe was installed after a spring was encountered during site construction. Proper erosion contorls were not implemented to isolate the spring flow from the disturbed earth and mi nimize accelerated erosion & sedimentation. All of these instances have allowed off-site transport of sediment due to recent precipitation. Additionaly the brush generated while clearing the site had been placed outside of the erosion control BMP's.
