I conducted a routine site inspection on January 23, 2019. The work over rig is onsite. No plugging work was being done during my inspection. No E&S issues observed. All equipment is stationed on some sort of secondary containment. No violations noted.

2831322 Primary Facility 2019-01-24 Plugging(Includes Plugged/Mined Through) No Violations Noted A routine (plugging) inspection of this vertical, uncompleted well was conducted January 24, 2019. At the time of inspection, Plants and Goodwin are rigged up for final plug and abandonment. I met with a member from the rig crew to discuss operations til this point. They finished rigging up last night. There was reportedly 0 PSI on the wellbore and all annuli. They are shutdown at the moment, waiting for a flange for BOP installation. They intend to run in the hole thereafter and tag bottom, and may be cementing as early as to tomorrow. I met with the crew supervisor as I was leaving location and reviewed/discussed tentative plugging procedure and pipe recover requirements. No obvious issues were observed or reported.

2833551 Primary Facility 2019-01-30 Plugging(Includes Plugged/Mined Through) No Violations Noted A routine (plugging) inspection of this vertical, uncompleted well was conducted January 30, 2019. At the time of inspection, Plants and Goodwin Rig 12 is on location for final plug and abandonment. The access road gate was shut and it appears operations are shut down for the day. No personnel was on location. Casinghead, spool, and annular BOP on well. 4 1/2" casing is extending above the wellhead, shut in with valve on 4 1/2" x 2" swage. The cellar was mostly snow covered. No obvious issues were observed. I spoke with the rig supervisor yesterday; they had plugged the bottom-hole section and intended to recover 4 1/2" at free-point to set plug out to formation/across shoe and discussed contingency plan if casing was not recoverable. No obvious major issues were observed at this time.

At the time of inspection, Plants and Goodwin are beginning to rig down following final plug and abandonment. 4 1/2" casing was partially recovered from the hole and final cement plugs have been pumped. The wellbore had standing water to surface; no bubbling observed. No gas was detected with an Altair. 5x gas meter. The cellar was full of water; no bubbling. The crew will rig down, top well off with gravel, install vents on wellbore and annulus with marker as a plugged well monument. No obvious issues were observed at this time.
