The Operator was in the process of building a marcellus well pad. The Department observed E/S violations on site. The operator did not have any E/S controls on site at the time of this inspection. The operator had disturbed approximately 2+ acres prior to this inspection without implementing any E/S controls. The Operator is responsible for the E/S control plan and shall contain the following: 1.) A written depiction of the location and type of perimeter and onsite BMP's used BEFORE, during, and after the earth disturbance activity. 2.) A sequence of BMP installation and removal in relation to the scheduling of earth disturbance activities, PRIOR TO, during, and after earth disturbance activities.

The Marcellus Well has been drilled and appears to be in production. The site is in over-all good condition. The E/S controls should be inspected after a measurable rainfall event or on a weekly basis. The Operator should document all ESCGP-1 inspections and keep on file. The impoundment was half full during this inspection. After speaking with members from ECA, the Department was notified that additional Marcellus Wells will be drilled on this pad.
1965277 Primary Facility 2011-01-18 Routine/Complete Inspection No Violations Noted The Department was on site to conduct a routine inspection. The Operator will drill a total of 6 wells on this pad. They are currently drilling in the Marcellus at the time of this inspection. The site was in over-all good condition. The E/S controls were in good condition. The pits/impoundments appeared to be in good order.
1970159 Primary Facility 2011-02-08 Routine/Complete Inspection No Violations Noted The Department was at the above referenced Marcellus Well to conduct a routine inspection after being notified of a mud spill. The Department was on site with the Operator to observe the spilled mud and the cleanup procedure. The drilling mud did not get past the limit of disturbance. The Operator excavated all the soil where the mud was spilled. The ground was frozen and did not leach into the soil. The Operator contacted the Department immediately after the spill was noticed and began cleanup activities. The Department agreed that the Operator followed proper pollution prevention measures.
2052259 Primary Facility 2012-03-02 Complaint Inspection No Violations Noted The Department was at the above referenced Marcellus Wells to conduct a Complaint Inspection. The operator has drilled and fracked these wells and in the process of restoring the site. The Complainant was concerned about some of the BMP's surrounding the site. The Department observed some silt fence that was down and needed replaced. A minor amount of silt got past the BMP's but did not appear to impact a waterway. The Department spoke with the Operator and they began replacing the BMP's that needed fixed that day. Please seed and mulch the site after the final grading is complete. The disturbed ground should be exposed for no longer than 4 days.
