The Operator is currently drilling top-hole on site. The site contains 1 drilling pit at this time. The Operator plans on constructing another pit and 2 additional impoundments for frac water. The pit that is half completed on site does contain water and groundwater is a concern. The pit/impoundments need to be constructed 20 inches above the seasonal high groundwater table. The Department may want to observe the pit that is being used at this time to hold cuttings after the liner is removed to be sure groundwater was not impacted.
1974963 Primary Facility 2011-04-01 Routine/Complete Inspection No Violations Noted The Department was at the above referenced Marcellus Well to conduct a Routine Inspection. The Operator is currently drilling top-hole on site. The Department met on site with the Operator and a Gateway Engineer to discuss the ESCGP-1 and the impoundment. The Engineer was on site to make sure the contractors were following the construction standards of 3:1 slopes and also checking the 8 inch lifts. The contractors were installing drains on site so the springs did no impact the well pad. The Department also mentioned the drill pits and the concern that they may be close to the seasonal high groundwater table.

On 08/09/16 at approximately 1430 hours I conducted a routine complete inspection of the Chevron Appalachia LLC Kieffer well site. The Act 9 sign was in place and all required documents were present at the site. The well pad was fenced, gated, and locked at the time of inspection.

Chevron had recently submitted a minor modification and Environmental Engineering Specialist Mohamed Sam found that the last major modification for the site was approved on 12/21/2010. As a result, the ESCGP-1 expired on 12/20/2015 with no record of an extension being requested or approved. An NOT was completed by WQS Ben Dillie on 10/09/2014 and in the report Dillie indicated the NOT was denied due to the well pad having not been reclaimed to post construction design. A violation of 102.7(c) has occurred for failure to terminate or renew the ESCGP.
