I entered the site at 13:30 to find one well in production. The FWI (Fresh Water Impoundment) and access road have been removed and reclaimed and that area has been returned to agricultural production. The stormwater BMP’s identified in the PCSM (Post Construction Stormwater Management) plan have been implemented and the well site is permanently stabilized. The well site has not been re-graded and restored as the restoration plan indicates. This concept is further reiterated by your submission of the 2-year extension request (approved on 3/23/2016) which provides additional time to restore the site if stormwater is handled for the entire remaining site. I recommend approving the Notice of Termination at this time and denying the Well Site Restoration Report. I encourage you to submit the Well Site Restoration Report when the well site is restored so that permanent stabilization is established by the end of the extension period.

I entered the site at 12:35 to find one well (081-20223) in production. The FWI (Fresh Water Impoundment) and access road have been removed and reclaimed and that area has been returned to agricultural production. The stormwater BMP’s identified in the PCSM (Post Construction Stormwater Management) plan have been implemented and the well site is permanently stabilized. A 2-year restoration extension was issued on 3/23/2016.

In the last inspection on 8/24/2016, the ESCGP was terminated. Since the last inspection, the ESCGP was modified so that the entire well pad surface can be retained while the well is in production. The operator provided justification that the pad surface is required to accommodate the production/maintenance of the wells and for work-over rig access. I recommend the Well Site Restoration Report be approved. No Violations Noted.
