A failed seam between old containment and new containment was the suspected cause of the brine release. Mr. Subra was directing the excavation/remediation of the pad by soil conductivity. I asked Mr. Subra to test no less than 20 locations throughout the spill area which were still wet. No locations were found where soil conductivity was over 1,000 umhos/cm. Excavated pad material was being stockpiled (on liner) for disposal. Violations Noted and Immediately Corrected.
